A sovereign infrastructure for actors in the healthcare sector.
Singulr ASBL, a Belgian non-profit, embeds in its statutes a specific commitment to digital sovereignty applied to the healthcare sector. The forge hosts source code for hospitals and clinics, mutual health funds, medical software publishers, healthtech startups and researchers, in a controlled environment, hosted in Belgium and governed by Belgian and European law.
A statutory commitment
Article 3 of the statutes of Singulr ASBL explicitly provides :
« The association devotes specific attention to digital sovereignty applied to the healthcare sector, in particular to the sovereign hosting of source code, data and artificial-intelligence tools used by healthcare institutions, mutual health funds, researchers and actors of medical innovation. »
This is not a marketing claim. It is a commitment enshrined in the association's statutes, intended for filing with the registry of the Enterprise Court.
What the forge hosts
The Singulr forge hosts, for healthcare actors :
- The source code of medical software developed in-house or with external providers.
- The source code of artificial-intelligence models and pipelines applied to healthcare (training, inference, data processing).
- The reference frameworks, ontologies and medical terminologies used by the teams.
- The internal tools of institutions (scripts, automations, internal reporting tools).
- The source code of medical and biomedical research projects.
What the forge does not host
Singulr is not a platform for hosting patient data. Electronic health records, medical imaging and structured data from the medical record fall under dedicated certified infrastructures (accredited health-data hosts, ISO 27001, applicable sectoral standards).
Singulr does not substitute for these infrastructures, nor does it intend to. The boundary is clear : Singulr hosts code and tools. Patient data remain where regulation and certification require them to be.
Regulatory framework
Singulr operates within the European framework applicable to digital health :
- General Data Protection Regulation (GDPR), in particular article 9 on health data.
- NIS2 Directive, which raises the security requirements applying to the digital infrastructure of healthcare institutions.
- European Health Data Space (EHDS), which structures the primary and secondary uses of health data across Europe.
- Artificial Intelligence Act, which classifies medical AI systems as high-risk.
Singulr does not provide its users with regulatory compliance. The association offers an infrastructure whose jurisdiction, location and transparency support compliance efforts.
Why the collective
The players in the Belgian health sector — care institutions, health insurers, medical software vendors, healthtech startups, researchers — share the same regulatory constraints (GDPR article 9, NIS2, EHDS, AI Act) and the same public counterparts (INAMI, FPS Public Health, European agencies). Singulr ASBL gives them a collective voice to carry sovereignty issues together into the specifications of European public health procurement. Where a single organisation carries no weight, a sector-wide federation does.
Scientific and medical board
Singulr ASBL relies on a Scientific and Medical Board, set out in its internal rules. The board orients the sectoral strategy of the association and represents Singulr in dealings with the medical world. Its chair is Sebastian Jorquera Vasquez, who leads the healthcare strand of Singulr. The board is open to expansion with other medical and scientific profiles.
