Our fight: the public tender specifications

Singulr ASBL carries a precise and operational fight: to embed digital sovereignty into the specifications of Belgian and European public tenders. This is not political lobbying. It is technical-administrative work aimed at changing the evaluation criteria of public calls for tender so that they recognise digital sovereignty as a defensible, enforceable and measurable criterion — on the same footing as cost or performance.

Today, European public procurement is dominated by the large American-European integrators. Belgian and European sovereign players — sovereign startups, free-software publishers, European hosts — struggle to break through this ceiling, despite technically more advanced solutions. The federation exists to make this collective voice heard and to obtain specifications that open access to them.

How it works

A structure of collective interest

Singulr ASBL distinguishes effective members, who take part in governance, from associate members, whose terms are set by the internal regulations, with a symbolic membership fee.

The federation is not a product: it is a structure of collective interest. We open it as it is built, without promising a network we do not yet have.
